Cor-Tuf UHPC was founded in 2016. We are the only licensed producer of Cor-Tuf Ultra-High Performance Concrete in the United States and the world. Cor-Tuf UHPC was developed by the U.S. Army Corps of Engineers (patent US 8016938 B2) in response to the need for a tougher, yet lighter material for protecting personnel and weapons facilities.
The company was founded by Douglas Darling, an entrepreneur with ventures that have spanned several industries, ranging from land development to insulation installation. Darling always had an interest in concrete as a construction material, with a desire to find a way to make it stronger and more durable. When Darling discovered the Cor-Tuf product developed by the U.S. Army Corps of Engineers, he immediately applied for a license to manufacture and sell the product.

Rich Burgess — President
Rich Burgess comes to Cor-Tuf with more than 40 years of construction experience, serving as the President of AllSite Contracting since 2004. Burgess also worked in the environmental space for 10 years, with experience in the installation and maintenance of onsite wastewater and stormwater management systems.
Brian Boland — Board Member
Brian Boland has been actively working in the commercial mortgage banking business in Washington, DC, having underwritten and closed nearly $1 billion of commercial real estate loans since 2001. He was previously employed at PricewaterhouseCoopers in their Real Estate Valuation Division. Boland earned his Bachelor’s degree in Hotel, Restaurant & Institutional Management from Virginia Polytechnic Institute and State University and achieved the S.R.A designation with the Appraisal Institute. He currently lives in Clifton, Virginia, is a member of the Izaak Walton League, and has been active in volunteering with the Boy Scouts of America, in addition to coaching youth basketball and soccer.
John Forster — Board Member
John Forster has served as the CEO and owner of AllSite Contracting since 2007, and the President and owner of NV Waterproofing since 2004. Both companies provide services to home builders, home owners, and some general contractors and have given Forster experience in a wide array of construction services, including demolition, concrete and paving, site utilities installation and repair, septic systems, trucking, street flushing, and waterproofing solutions. Prior to these experiences, Forster worked in finance and business development for several companies in the San Francisco Bay Area, including Oracle and PeopleSoft.
Bob Bridges — Sustainable Systems Director
Bob Bridges has more than three decades of project management, sales, and systems experience in the concrete industry. He has implemented innovative design approaches in the urban landscape, including sustainable stormwater management systems and resilient concrete infrastructure projects. Bridges has worked with such clients as the NY/NJ Port Authority, DDOT, MASSPORT, DC Water, Virginia DEQ and NAVFAC. His development of Allied Concrete and Oldcastle APG’s SWM PAVE, along with Filterra’s BioPave, are treating more than 278 acres of stormwater in the Chesapeake Bay Watershed. Bridges recognizes the accelerating urbanization and deterioration of the American Infrastructure, and understands meeting these challenges will require unprecedented transformative solutions to achieve environmental sustainability and functional resilience.
Douglas Darling — Founder and Chairman
Doug has a long career in land and development projects and a strong background in construction methods. His work in as a developer led him to a fascination with the properties and potential of UHPC concrete, which then propelled him to form COR-TUF UHPC, six years ago. He is now chairman of the company and works closely with the management team and partners.
Mike Norberg — Director of Operations
With more than 31 years of experience in professional heavy construction site management, Mike Norberg is a solid addition to the Cor-Tuf team. As Director of Operations at Cor-Tuf, Norberg is involved in material development, as well as project production and assessment. He has experience with heavy civil project estimation consultation, management, and the development of real-time solutions for the logistical complexities of the heavy site construction industry. Prior to joining Cor-Tuf, Norberg worked as a General Foreman at AllSite Contracting, focusing on residential home construction and framing and project management.
Miles Zeman, PhD. — Special Research Materials Engineer
With over 32 years of experience in the concrete industry and a PhD in Geological Faculty Material Science, Miles Zeman has end-to-end experience in product development, technical services, and quality management for portland cement, ready mix concrete, aggregates, fly ash, and concrete admixtures. He also has technical experience in concrete mix design, rheology, statistics, testing, specifications and codes, software, and self-consolidating concrete (SCC). Zeman spent seven years as a Special Project Engineer at Dura Stress, Inc, where he established SCC and implemented new technology. Prior to that, he worked as a Quality Control Manager at Accord Industries and in Ready Mix Operations at CEMEX. As Head of R&D, Zeman’s responsibilities include research, development, strategy, intellectual property, standards, marketing and implementation.
